Abstract

Ярута М.Ю. Удосконалення сучасного сільськогосподарського управління та методологія стратегічного управління земельними ресурсами. У статті розкрито негативні наслідки втрати регулятивної функції державою щодо управління земельними ресурсами. Сформовано механізм удосконалення управління земельними ресурсами з обґрунтованим застосуванням концепції стратегічного управління. Для підвищення ефективності використання земель сільськогосподарського призначення запропоновано технологічну модель стратегічного управління земельними ресурсами.

M.Yu. Yaruta. Improvement of modern agricultural management and methodology of land resources strategic management. The negative consequences of the state regulatory function loss as for the management of the land resources have been revealed in the article. It has been established that during reforming the land policy of Ukraine, the state’s attention to the land resources management is gradually decreasing. As a result there are a “land fever”, spontaneous agricultural land use, and misbalanced economic and political interests. It has been proved that the functions performed by the strategic management through the natural interrelated actions give concrete results. The mechanism for improving the land resources management with the well-grounded usage of the strategic management concept has been formed. The technological model of the land resources strategic management in order to increase the efficiency of the agricultural lands use has been proposed. The essence of this model is to reflect the algorithm of the land resources strategic management system in the form of the following logical chain: the Concept (the expected results) – the Problem (the purpose of decision) – the Project (the planned actions). The state of carrying out the administrative reform in Ukraine on May 10 2019 has been investigated. About 900 amalgamated territorial communities have already been created in Ukraine. They constitute 25,7% of the total population and 38,5% of the total territory of Ukraine. If to compare the data of 2015-2018 one can see that the most active creation of the amalgamated territorial communities was in 2016 (299 amalgamated territorial communities) and in 2015 (207 amalgamated territorial communities); in 2018 only 78 amalgamated territorial communities were created (according to the data of Decentralization Monitoring). The real land relations should be aimed at preserving the Ukrainian countryside and developing the rural areas; they should also guarantee and provide the rights to land ownership and the environmental position of the land use. It has been proved that the peculiarities of the legal regulation of the agricultural land use should not only satisfy the interests of all participants in the land relations, but also become a special procedure for the use of the land and resource potential.
