Управління організаційно-правовою безпекою при формуванні конкурентоспроможності суб'єктів аграрного бізнесу

Abstract

Вступ. Функціонування суб’єктів аграрного бізнесу здійснюється під постійним впливом чинників зовнішнього та внутрішнього середовища, окремі з яких виступають загрозами його організаційно-правовій безпеці. Враховуючи новизну досліджуваної безпеки, питання ідентифікації загроз в цій сфері, визначення інструментів управління, методів і стратегій є актуальним, так як дозволяє розглядати безпеку підприємства ширше ніж в традиційному економічному розумінні. Мета дослідження полягає у визначенні основних інструментів управління організаційно-правового безпекою та розробці схеми превентивного управління нею. Результати. Уточнено різницю між ризиками та загрозами. Здійснено класифікація загроз на контрольовані та неконтрольовані. Надано опис структури методологічного базису управління організаційно правовою безпекою. Визначені етапи управління загрозами організаційно-правовій безпеці суб’єктів аграрного бізнесу. На етапі ідентифікації аналізується зовнішнє середовище за множиною чинників, а внутрішнє середовище – за ментальною картою відповідності інтересам, потребам та цінностям зацікавлених сторін, а також за сферами: ефективність організаційної структури, ієрархія влади, система делегування повноважень, система мотивації, контроль якості продукції, процеси збуту продукції, режим виплати заробітної палати та надання щорічних відпусток, ведення всіх форм звітності, фінансова дисципліна, контроль екологічних нормативів діяльності. Здійснено аналіз зовнішнього середовища функціонування суб’єктів аграрного бізнесу відносно можливих загроз організаційно-правовій безпеці. Розглянуто розробку плану управління загрозами. Описана природа неявних загроз та шляхи управління ними, що передбачає виділення бюджету на покриття непередбачених втрат. Надано опис етапу кількісного й якісного аналізу в управлінні загрозами. Представлено опис розробки шкали класифікації загроз. Визначено шлях аналізу пріоритетів загроз, який передбачає розробку матриці розміщення загроз за двома параметрами: вірогідністю настання та ступенем впливу. Представлена характеристика кількісних методів оцінювання загроз. Надано визначення обсягу бюджету для реалізації стратегії управління організаційно-правовою безпекою. Представлено методичне забезпечення вибору стратегії управління організаційноправовою безпекою з використанням методу аналізу ієрархій на основі критеріїв результативності, витратності та ефективності. Представлена система превентивного управління організаційно-правовою безпекою суб’єктів аграрного бізнесу.

Introduction. The functioning of agrarian business entities is constantly influenced by external and internal en vironmental factors, some of which threaten its organizational and legal security. Given the novelty of investigated secu rity, the issue of determination threats in this area, identifying management tools, methods, and strategies is relevant, as it allows us to consider enterprise security more broadly than in the traditional economic sense. The purpose of the study is to identify the main tools for managing organizational and legal security and to de velop a scheme for preventive management. Results. The difference between risks and threats is clarified. The classification of threats into controlled and un controlled has been done. A description of the methodological basis structure of organizational and legal security man agement is given. The stages of managing threats to the organizational and legal security of agrarian business entities have been determined. In the identification phase, the external environment is analyzed by a variety of factors and the internal environment by the mental map of stakeholder interests, needs and values, as well as by areas: efficiency of organ izational structure, hierarchy of authorities, system of power delegation, motivational system, control of production quali ty, processes of products sale, the mode of payment of the ward and the provision of annual leave, keeping of all forms of reporting, financial discipline, ecological standards control of activity. The external environment of the agrarian business entities functioning is analyzed in relation to possible threats to organizational and legal security. The development of a threat management plan is considered. The nature of the implicit threats and the ways to manage them are described, which involves allocating a budget to cover unforeseen losses. The description of the stage of quantitative and qualitative analysis in threat management is given. The development description of the threat classification scale is presented. The path of threat priority analysis is determined, which involves the matrix development of threats placement on two parame ters: probability of occurrence and degree of impact. The description of quantitative methods of threat assessment is pre sented. The definition of the budget amount for the implementation of the organizational and legal security management strategy is given. The methodological support for the choice of the organizational and legal security management strategy has been presented using the method of hierarchy analysis based on the criteria of efficiency, cost and effectiveness. The system of preventive management of organizational and legal security of agrarian business entities is presented.
