Abstract

Ярема Л.В., Замора О.І. Управління ресурсним потенціалом регіону. У статті оцінено ресурсні передумови розвитку економіки Тернопільської області. Визначено теоретичні засади управління ресурсним потенціалом території, виокремлено його складові. Проаналізовано показники ресурсного потенціалу регіону в розрізі таких його складових, як природо-ресурсний, людський, фінансовий та інвестиційний. Сформовано теоретико-методичні положення щодо застосування стратегічного підходу до управління ресурсним потенціалом території регіону. Обґрунтовано управлінські методи впливу на розвиток ресурсів територій регіону. Визначено механізм управління ресурсами, як шлях реалізації поставлених цілей відносно визначених складових ресурсного потенціалу з використанням сучасних інформаційних інструментів. Розроблено основні напрями реалізації стратегічних орієнтирів економіки краю, базованих на розвиткові суб’єктів малого та середнього бізнесу, що орієнтуються на використання місцевих сировинних ресурсів.

Определены теоретические основы управления ресурсным потенциалом территории, выделены его составляющие. Проанализированы показатели ресурсного потенциала региона в разрезе таких его составляющих, как природно-ресурсный, человеческий, финансовый и инвестиционный. Сформирован теоретико-методические положения по применению стратегического подхода к управлению ресурсным потенциалом территории региона. Обоснованно управленческие методы воздействия на развитие ресурсов территорий региона. Определен механизм управления ресурсами, как путь реализации поставленных целей относительно определенных составляющих ресурсного потенциала с использованием современных информационных инструментов. Разработаны основные направления реализации стратегических ориентиров экономики края, основанных на развитии субъектов малого и среднего бизнеса, ориентируются на использование местных сырьевых ресурсов.

Indicators of resource potential of the region in terms of its components, such as natural resources, human, financial and investment. The aim of the study. The estimation of natural resource pre-conditions of development of economy of the Ternopil area is conducted in the article. The set perspective ways of development of economic complex of region are on the basis of the use of local raw material resources. Research methods. The methodological basis of the study is a set of methods of scientific knowledge, namely logical, system-structural, analytical, forecasting method and others. Results of work. It is substantiated that the basis of restructuring of the economy of Ternopil region in the future it is necessary to lay its investment and innovation model taking into account the peculiarities of the potential of the region, c. including the effective use of its natural resource component. Ternopil region is not a region rich in natural resources, but scientifically sound rational use should become an essential prerequisite for further socio-economic development. The lack of significant reserves of mineral resources leads to the search for another model of economic development in the region. This model was implemented through the formation of the appropriate sectoral structure of the economy, when the face of economic development was determined by the processing of agricultural raw materials, knowledge-intensive and agricultural engineering, the service sector. Further development requires the development of program actions to restore the once destroyed production potential of the region, as well as the functioning of economic entities that would focus on the use of local development resources. The indicators of the resource potential of the region in terms of its components such as natural resources, human, financial and investment are analyzed. Theoretical and methodological provisions for the application of a strategic approach to the management of resource potential of the region have been formed. Management methods of influencing the development of resources of the region are substantiated. The mechanism of resource management is defined as a way of realization of the set purposes concerning the certain components of resource potential with use of modern information tools. Scope of results. The main directions of realization of strategic landmarks of the region’s economy, based on the development of small and medium-sized businesses, focused on the use of local raw materials, have been developed.
