Методологічні засади дослідження інклюзивного розвитку України

Abstract

У статті сформульовано цільову установку, яка полягає в обґрунтуванні методологічних засад дослідження інклюзивного розвитку України у його різних проявах, зрізах, рівнях та у наданні пропозицій щодо подолання певних прогалин, що проявляються в спотворених уявленнях сутності інклюзії як суспільного феномену. Для реалізації цілей дослідження використано арсенал міждисциплінарних наукових підходів та методів. Результати дослідження вирізняються науковою новизною, яка полягає у формуванні системного уявлення про методологічний інструментарій як певного дороговказу на шляху становлення інклюзивного суспільства, заснованому на ідеях соціальної справедливості та добробуту. Сформульовані авторські принципи взаємодії політичних, економічних та соціальних інститутів мають прикладне значення.

The object of research is the process of inclusive development of Ukraine, and its subject is the level of methodological validity of scientific works, which describe this process.The purpose of the article is to substantiate the methodological foundations of the study of inclusive development of Ukraine in its various manifestations, sections and levels and provide suggestions for overcoming certain gaps that are manifested in distorted ideas of the essence of inclusion as a social phenomenon.The methodology of work is based on an interdisciplinary research paradigm, which is based on scientific approaches and methods.The results of the study confirmed the hypothesis of the inconsistency of quantitative indicators of publishing activities with the qualitative characteristics of scientific papers on inclusive issues. The main reason for this discrepancy is the lack of methodological publications and the presence of certain clichés that reflect the thematic and semantic dependence of domestic research on the works of authoritative foreign authors, which for the first time highlights the theoretical aspects of inclusive development. At the same time, domestic researchers do not fully take into account the specifics and current state of Ukrainian society. In analyzing the various scientific sources that reveal the nature and content of inclusive development, the target orientation of their creators is not primarily related to the initial problems of science and practice, but to pragmatic preferences arising from the topics of their dissertation research or personal interests. Hence the intensification of publishing activities, the level of which does not always meet modern requirements. That is, this is the case when a large number of works impairs their quality, which requires increased attention to the research methodology. The vast majority of publications present the institutional component of the methodology quite fully, which is explained by the considerable attention to institutions of inclusive development by the founders of this scientific field, which are foreign scientists. The system approach is presented by works in which factors of formation of an inclusive society, its regional dimension is opened.Trends of inclusiveness in sectoral and sectoral sections are presented as a model of comprehensive development of the national economy. The synergetic approach is confirmed by the study of the effect of inclusion, which is derived from the consequences of decentralization of power and governance, which are manifested in the formation of rural agglomerations (OTG, newly formed areas). The historical approach in the study of inclusiveness has manifested itself in the periodization of this process. The scientific novelty of the study lies in the formation of a system view of the methodological tools as a guide to the formation of an inclusive society. The paper substantiates the system and principles of interaction of political, economic and social institutions that can be used in practice. Prospects for further research in this area are in the field of developing a research paradigm of inclusive development of Ukraine, which should combine theoretical and methodological achievements of the world scientific community and take into account the current and future needs of Ukrainian society.
