Перспективи стратегічного розвитку морських портів України

Abstract

Загородня Ю.В. Перспективи стратегічного розвитку морських портів України. У статті розглянуто питання необхідності стратегічного розвитку морських портів України в сучасних умовах. Проаналізовано перспективні можливості збільшення вантажопотоків. Досліджено шляхи підвищення конкурентоспроможності морських портів України шляхом створення та експлуатації «сухих портів» та проаналізовано їх потенційну ефективність в системі морських перевезень. Зроблено висновок про необхідність збалансування розвитку портової галузі спрямованої на задоволення потреб зовнішньої торгівлі країни у високоякісних морських перевезеннях, поліпшення портових послуг та забезпечення оптимальної та раціональної логістики вантажів.

Ю.В. Загородняя. Перспективы стратегического развития морских портов Украины. В статье рассмотрены вопросы необходимости стратегического развития морских портов Украины в современных условиях. Проанализированы перспективные возможности увеличения грузопотоков. Исследованы пути повышения конкурентоспособности морских портов Украины путем создания и эксплуатации «сухих портов» и проанализированы их потенциальную эффективность в системе морских перевозок.

Y.V. Zagorodnia. Prospects for the strategic development of seaports in Ukraine. The article considers the need for strategic development of seaports of Ukraine in modern conditions. Prospective opportunities to increase cargo flows are analyzed. The ways of increasing the competitiveness of Ukrainian seaports by creating and operating "dry ports" are studied and their potential efficiency in the system of sea transportation is analyzed. It was concluded that it is necessary to balance the development of the port industry aimed at meeting the needs of the country's foreign trade in high-quality maritime transport, improving port services and ensuring optimal and rational cargo logistics. It is determined that the updated Strategy of perspective development of ports of Ukraine will promote development of stevedoring companies; development of the Port Landlord management model; optimizing the activities of non-profit seaport administrations by incorporating them; introduction of the information system "Sea Window" for further integration with the European system SafeSeaNet; increasing the volume of cargo processing by creating new smart infrastructures that will reduce the negative impact of production on the environment; modernization of old transshipment complexes, which will increase the efficiency of seaport quality indicators and increase the global competitiveness index. The world experience of using "dry ports" is analyzed and the efficiency and necessity of their creation for improvement of socioeconomic and ecological situation, optimization of transport logistics, reduction of costs for maintenance of transport infrastructure of ports and increase of their potential is proved.
