Метою написання статті є дослідження методичних підходів оцінки конкурентоспроможності регіонів з позиції бізнес-орієнтованого підходу. Здійснено аналіз сучасних підходів до управління регіональним розвитком. ефективних моделей державного та регіонального управління, Визначено, що ефективне управління ґрунтуються на застосуванні інструментів проектного, логістичного та сервісного менеджменту а також імплементації ринкових бізнес-орієнтованих методів, які застосовуються на підприємствах у практику публічного адміністрування. Наведено підходи до визначення поняття «проектний підхід». Розроблено структурно-ієрархічна модель бізнес-процесів життєдіяльності та розвитку територій. Доведено, що наведена ієрархія бізнес-процесів є дуже узагальненим їх поділом за визначеною ознакою і може бути розширена аж до рівня окремих стадій або операцій.

The purpose of writing this article is to study the methodological approaches to assessing the competitiveness of regions from the standpoint of businessoriented approach. It is determined that effective management is based on the use of tools of project, logistics and service anagement and the implementation of market business-oriented methods used in enterprises in the practice of public administration. The analysis of modern approaches to regional development management showed that there is a gradual transition from the classic administrative-command, hierarchical in nature management of the territorial economy to the principles of project management. It is proved that project management is widely and constantly used as an effective tool for territorial development and equalization of disparities between regions in European and other countries with developed economies. In particular, the distribution of funds from the created trust funds that finance certain areas or aspects of regional development is carried out on the basis of the project approach. It is determined that the management of territorial (regional) development will achieve a comprehensive goal, namely the balanced use of resources and increasing the competitiveness of territories and ensuring their sustainable development requires modernization of the concept of public administration on the basis of project-oriented approach. The structural-hierarchical model of business processes of vital activity and development of territories is substantiated. The above hierarchy of business processes is a very generalized division of them on a certain basis and can be extended to the level of individual stages or operations. With the transition to each subsequent level of detail, the universality of the scheme is lost and specialization for a particular industry or type of activity expands. In the future, the proposed model can be expanded according to the specifics and structure of the economy of any region or administrative-territorial entity.
