Модель оптимізації мережі вищих навчальних закладів в Україні

Abstract

Збільшення кількості ВНЗ в Україні на початку 2000 років, особливо їх філій у регіонах призвело до зниження якості освіти. Останні тенденції характеризуються не тільки зменшення чисельності абітурієнтів й студентів у ВНЗ, а й самоліквідацією багатьох філій та об’єднанням ВНЗ. Політика Міністерства освіти та науки України, Уряду України та Президента України підтримує напрямок оптимізації ВНЗ через скорочення їх кількості. Міжнародний досвід засвідчує, що найбільш ефективним є функціонування університетів у формі класичних, технічних або технологічних. Відповідно дане дослідження включає розгляд потенційної моделі оптимізації ВНЗ в Україні на прикладі Одеської області з використанням міжнародного досвіду. Використання запропонованої методики призведе до концентрації великих ВНЗ у великих містках, можливість визначитися потенційним абітурієнтам про обрання майбутньої спеціальності при незначній їх кількості.

The increase in the number of universities in Ukraine in early 2000, especially their branches in the regions, led to a decline in the quality of education. Recent trends are characterized both by a decrease in the number of applicants and students in institutions of higher education, and also by the self-liquidation of many branches and their unification of universities. The policy of the Ministry of Education and Science of Ukraine, the Government of Ukraine and the President of Ukraine supports the direction of optimization of universities by reducing their number. International experience shows that the most effective is the functioning of universities in the form of classical, technical or technological processes. Accordingly, this study includes consideration of the potential model of optimization of higher education institutions in Ukraine using the example of the Odessa region with the use of international experience. Using the methodology proposed will lead to the concentration of large universities in large cities. It will improve the opportunities for potential applicants to choose the desired future profession among a small quantity of higher educational institutions.
