Регіональні аспекти інституціональних змін системи публічного управління ресурсозбереженням в аграрному секторі

Работа посвящена исследованию проблемы институциональных изменений системы публичного управления ресурсосбережением в аграрном секторе. Исследованы институциональные ориентиры внедрения изменений в систему публичного управления ресурсосбережением в аграрном секторе. Разработаны концептуальные основы сочетание устойчивого агропроизводства с процессами ресурсосбережения и природоохранной деятельности. Сформированы концептуальные основы новой (адаптивной) модели публичного управления экологизации устойчивого агропроизводства на основе ресурсосбережения. Предложено интегральную модель устойчивого агропроизводства на локальном уровне, которая позволяет сочетать кооперацию производителей с их конкуренцией ради получения большей части добавленной стоимости.

The work is devoted to the study of the problem of institutional changes in the system of public management of resource conservation in the agricultural sector. The stages of structural market transformations and the stages of Ukraine's transition to sustainable development are identified. The institutional guidelines for the implementation of changes in the system of public management of resource conservation in the agricultural sector are studied. Conceptual bases of combination of sustainable agricultural production with processes of resource saving and nature protection activity are developed. Conceptual bases of a new (adaptive) model of public management of greening of sustainable agricultural production on the basis of resource conservation are formed. An integrated model of sustainable agricultural production at the local level is proposed, which allows to combine the cooperation of producers with their competition in order to obtain most of the value chain. The conceptual bases are systematized and the strategic directions of transition of agricultural production to the model of sustainable development on the basis of resource-saving and nature protection policy are substantiated. It is proved that solving modern economic, social and environmental problems of the domestic agricultural sector requires a comprehensive, mutually agreed at the national and regional levels of strategic approach. This will contribute to the balanced development of the industry and the principles of social justice, environmental security and resource-saving economy.
